Redpunkfiddle got a reaction from An Observer in Gold Cup 2021
The methods in your first point can be debated.
But to your second, there is nothing intrinsic to culture about this chant. Anything can change. Whether it is 15 year old habit in Mexico, or whatever used to be said at Swangard, or stuff someone on this board heard 50 years ago in England.

Firstly - It can absolutely change and will change once serous sanctions at levied.
secondly - you act like this is a thousand year old sacred tradition. It’s literally something that started like 15 years ago. It’s not that important and the fans should just drop it out of common sense and decency.

Right. Classic "don't be so sensitive", "whatabout those other guys" and "Some of my best shirts are gay-friendly" arguments.

Redpunkfiddle got a reaction from Unnamed Trialist in GC: Canada vs Haiti - Thursday, July 15th, 7:30pm Eastern / 4:30pm Pacific Kansas City
The preliminary round involved the games played to qualify to group stage , played last week. Those cards were cleared for a fresh group stage.
That means players are vulnerable for a suspension for 2 yellows in different games up until the QF. 2nd yellow in the QF would apply to the SF.
The structure is set up so that you can only miss the final if you get sent off in the SF (or if you get suspended for more matches before that)

Yes, like we are disadvantaged in the Octo as our yellow cards from the earlier rounds are not cleared 😕

The warnings and stoppage is part of the process that eventually leads to sanctions like the WCQs being played behind closed doors.
Whether the in game warnings provoke the crowd and is the best methodology as part of this strategy, well that can be considered. But it's only fair the crowd be warned if it can lead to sanction.
