I'd say there's a difference between the top half of the Premier division and the lower half. Lower half teams are similar to top couple of Championship teams. We'll see how next year shakes out but it generally feels like there's 2-5 strong teams at the top and then the rest.

Anecdotally I have noticed wild swings in results from one season to the next (a previously great team has a really bad season for example). So I just looked at the top few and bottom few of the table over the last 5 seasons, expecting to see lots of wild swings, but there haven't been much. Guelph United is one such case though. They finished 6th in the big 22 team division last year, then relegated this year. They were even as high as 2nd back in 2021.
