My interpretation is that a PSO could count in a two-legged match where both matches were draws.  

Note: In some instances, games end with a winner after regular or extended time, but still include a PSO to determine the team that eventually will get to the next round. These games are treated as normal wins and defeats.

Senegal won this game. We have to go to PSO to see who moves on. It's clearly in the rules. This will not be a PSO W for either team

Well no. We've all just agreed that a loss will be a straight full-pts loss for Egypt, even if they win the PSO.

In this case when Egypt loses 1-0 in Dakar after extra time and PSO is necessary to get a decision the points calculation for the return leg starts with 1.0 for Senegal and 0.0 for Egypt.

Thus, this PSO has no effect on the ranking points;

Senegal -1584.16

Egypt - 1500.67
